Error Opening COM4

I've tried uninstalling and reinstalling drivers, I've tried updating drivers, but whenever I try to upload a sketch to the Arduino it errors when opening COM4. The only way I can fix this is restarting, but I don't want to restart everytime I upload a sketch. I would greatly appreciate it if someone could help. Thanks a lot!

    Hi,
    Just wanting to say that sometimes I got that problem with some problem and instead of rebooting, disconnecting the USB and changing it to another USB port usually works.

    Thanks for the input Juan! We do that and it only works sometimes, so we just end up restarting anyways, but thanks anyway!

    Click master reset (or update driver)
